"Two trends are at odds that impact the timelines for NGN adoption: 1) broadband traffic is pressing spectrum starved operators to upgrade networks; 2) while 4G technologies provide higher spectral efficiency, this comes at the cost of transitioning to a new waveform ahead of the market being saturated with devices capable of operation via Qualcomm's and similar multi-mode chips. It can be assumed that as multi-mode devices become available and, over time, displace earlier devices, operators will trend more toward use of LTE."
